Mission Statement

To create an environment that attracts investment (Foreign/Govt/Others), Detailed Project Report (DPR) For "Mega Electronics Manufacturing Cluster-Guwahati" supports industry development, and fosters cluster interactions by mobilizing stakeholders and leveraging local, regional, and national resources and assets towards building EMC capacity in Guwahati.

It may be mentioned here that, the vision statement of the project is to have a prosperous and globally significant Electronic Manufacturing Cluster that reflects the manufacturing development goal of Assam, the NE region and India as a whole and which harnesses local skills and research for the economic benefit of local companies.

TECH CITY AT BONGORA, KAMRUP, ASSAM

The development of an Electronics Manufacturing Cluster (EMC) in Tech City was considered as a special case by Ministry of Electronics & Information Technology (MeitY), Govt. of India on request of Sri Sarbananda Sonowal, Hon’ble Chief Minister, Govt. of Assam on 30th July, 2017 as a measure of implementation of various ICT initiatives in the State under the umbrella program of Digital India. Accordingly a proposal to MeitY, Govt. of India for developing a Greenfield EMC was send by Information Technology Department, govt. of Assam and a DPR was submitted by Assam Electronics Development Corporation Limited (AMTRON) the nodal agency of IT department, Govt. of Assam.

The proposal was given In-principle approval by MeitY, Govt. of India on 20th December, 2017 after obtaining approval from the PMO as one-time exception of the closed scheme and was finally approved on 23rd January, 2018. The first installment of Rs 10 Crore has already been released by MeitY, Govt. of India vide letter no 36(2)/2018-IPHW (VOL.II) dated 7TH March, 2018 out of total sanctioned amount of Rs. 50 Cr.

The infrastructure development process at the site was initiated on January, 2018 following which the foundation stone of Tech City was laid by Hon’ble Minister of Electronics and IT, Law & Justice, Sri Ravi Shankar Prasad along with Hon’ble Chief Minister, Govt. of Assam, Sri Sarbananda Sonowal and Hon’ble IT Minister, Govt. of Assam, Sri Keshab Mahanta during the Global Investors Summit held in Assam on February, 2018.

On 11th August, 2018, the Hon’ble Union Minister along with Hon’ble Chief Minister, Govt. of Assam, Sri Sarbananda Sonowal laid the foundation stone of the two identical G+4 Administrative cum Common Facility Centre building of around 120000 sq.ft to be named as Start-up World of Innovation in Future Technologies (SWIFT) Centre and two Factory units to be developed by M/s JnJ Powercom Systems Ltd. and M/s Simoco Telecommunications (South Asia) Ltd. The SWIFT Centre will have ready set up for investors to start their ventures along with incubation units, R&D cells etc. It will be designed by a Guwahati based Architecture firm M/s Bhaskar Sharma & Associates and will be constructed by contractor, M/s Shree Gautam Construction Company Limited.

Location

The proposed Electronic Cluster is located at Bongara, Mouza – Chayani, Circle– Palashbari, Dist. Kamrup, Assam. About 100 acres of land has been acquired by the Government of Assam adjacent to the proposed site for IIIT–Guwahati. Assam envisages setting up of manufacturing units engaged in production/assembling of Electronic Components and Hardware with special focus for electronics manufacturing and common support facilities like R&D Centre, Tool room, training centre, Data centre, Testing Lab etc.
